There are new Mexican  immigration fees in effect. In 2012 new immigration laws came into effect, eliminating the Fm2 and FM3 Visas and replacing them with Temporary Residency (Residente Temporal) or Permanent Residency (Residente Permanente). The important thing to remember if you hold one of these Visas is not to let it expire, apply for your Residente on time. If you allow your Visa to lapse, you will be force to return to your home country and apply at the Mexican Embassy to re-enter Mexico under the new system. Immigration Offices in Mexico now only handle renewals. Immigration laws are lengthy.

They answer quickly and a few speak English.

When changing from Temporal Resident to Permanent Resident, in 2013 INM charges an extra  $ 1,000 pesos to the change process, on top of the base $ 3.815 pesos fee.
